    Hello! I was part of an interesting discussion this morning about the HIE and data sharing. Part of the conversation revolved around determining when the physician / patient relationship starts and when it is appropriate for providers to share patient information.

    I think back to my paper medical record days and HIM would receive requests on patients from providers (or even from the patient to send to the providers) in preparation for their upcoming appointment. Sometimes the patient didn't have the appointment for a variety of reasons. The provider may hold onto those records for a period of time and then destroy. However, with the HIE your pulling information electronically over into your EMR so the question arouse on what are the obligations of the provider when the patient never comes to them for services. That is how we ended up on the Physician / patient relationship discussion and at what point is that relationship established.

    I am hoping someone may be able to point me into the right direction on where to gather some information on this to bring back to my group.
