Checking with the someone attended a webinar this week (I did not attend) where the speaker indicated very strongly that folks dealing with HIPAA need to make sure they have implemented the changes due to the changes to the HIPAA regulations in 2019 that became effective in 2020 to prevent their organizations from "breaking the law". (According to the person sharing this with me, the phrase "breaking the law" was used repeatedly.)

I researched my Fed Reg data and there were no rule changes related to HIPAA in 2019.  The only thing I found that was remotely related to the rules was the request for information published back in Dec 2018.  This was a request for comments and not any proposed or final rule making.

So to be sure, I do see anything to show that the HIPAA regulations have changed recently or specifically in 2019.  If anyone has info to the contrary, please share.  The person offered that they asked for specifics in the chat box during the webinar but the question was not answered.
